What Is the Housing Mitigation Fund?

The Housing Resilience Mitigation Fund (HMF) is a NJ state program run by the Division of Disaster Recovery and Mitigation. It uses federal disaster recovery funding received in the wake of Hurricane Ida to help homeowners safeguard their properties against future storms and flooding.

Funds cover qualifying repairs that reduce your home's risk — from roof replacement to drainage solutions to full reconstruction — at absolutely no interest.

No repayment while you own the home. The award is only repaid when the property is sold. Think of it as deferred, interest-free assistance — not a traditional loan.

Which Program Is Right for You?

The HMF has two distinct pathways depending on your home's situation and level of risk.

Hazard Reduction & Prevention

Up to $100,000 per home

Funding for targeted repairs that reduce flood and storm risk. Choose one primary mitigation activity and add up to 3 related scope items.

  • Own and live in the property in an eligible county
  • Single-family home, townhouse, modular, or manufactured home
  • Income under 120% of Area Median Income (HUD guidelines)
  • Work completed within 12 months of award
💡 No repayment required while you own the home. Amount is due only at time of sale.

Reconstruction

Up to $500,000 per property

For high-risk properties where full reconstruction is warranted. Covers demolition, site improvements, and building a new resilient home.

  • Own and live in the property in an eligible county
  • Property must demonstrate hazard exposure requiring reconstruction
  • Income under 120% of Area Median Income
  • Project completed within 36 months of award

Once approved, Ross House Lifting Inc. completes the work within the program's timeline. Permits and design costs are included.

PVC/HDPE pipe to street from downspouts, French drain, or basement system
Exterior French Drain
Excavation to footings, HDPE pipe, tie-in to sump pump
Retaining Wall (Over 4')
Reinforced steel, solid-filled CMU with toe drainage
Water Management – Site Grading
Earthwork and fill to direct runoff away from home
Water Management – Hardscape

Elevated energy-efficient condenser on code-compliant platform
Interior French Drain
Concrete cutting, excavation, 4" PVC, discharge extension
Sump Pump
New sump pit, sealed cover, check valve, discharge to exterior

Seal cracks, hydraulic cement, interior waterproof coating, mold removal
Boiler Replacement + Elevation
Energy efficient boiler elevated on CMU block above flood level
Furnace Replacement + Elevation
Energy efficient furnace elevated on CMU block above flood level
Electric Panel – Replace & Elevate
New service panel raised to greatest practical elevation

  • Project completed within 36 months
